Thanks for visiting our website. We do not require "landlord approval" on commercial tenant finishes. We require 3 sets of Missouri architect/engineer stamped plans for review prior to obtaining a Certificate of Occupancy. 4 sets of plans if a food establishment.

Do you have codes regarding ice and water shield in the St. Jo area?
I presume this is in regards to residential construction.
The 2006 International Residential Code outlines the requirements for roofing on One- and Two-Family Dwellings and Townhomes.
The code does discuss the use of an ice barrier but only when associated with certain roof covering applications, such as asphalt shingles, metal shingles, wood shakes, etc.
Even though it is identified, the requirement for such is not strictly enforced.

There may be other fees associated with plumbing work and we would be more than happy to discuss specifics with you. Your firm would need to be licensed here as a plumbing contractor in order to have a permit issued to you for this work. We license all tradesmen as well: master, journeymen and apprentices and we do not reciprocate with any other jurisdictions so your master and journeymen would need to take our local city test.

Is a building permit required when building a storage shed?
We are attaching a large cold storage building to an existing structure. The building will have a 2-hour rated barrier to separate the two structures. The Occupancy is S2, with type 2b construction. the overall s.f is 5426. I am looking thru both the IBC 2006 and IFC and it does not state a fire alarm system is required. The building is not sprinkled. The question is, will St.Joesph require a fire alarm system to be installed for this facility?
I’m not aware of any such requirement to install a fire alarm system inside their addition, per the information provided thus far.
Obviously, if a unique situation exists or more information is provided...there’s always a possibility for requirements to change.

Our code allows for homeowners to do their own electrical work on their primary residence and related accessory structures which would include the garage. If you are adding plugs and switches the permit would cost $31.50. The permit has an expiration date of a year from issuance. There are one to two inspections required depending on how your work progresses.

Our residential roof permit fee is a flat fee of $63.00. We do have an exception that if the roof project is under 25% of the total roof area (such as a porch), a permit would not be required. If your property is in a local historic district regardless if your project would take a permit or not, you would need to contact our Historic Preservation Planner, Scott Des Planques, at (816) 271-4797. We are currently under the 2006 International Residential Code and that stipulates you may only have 2 layers of roofing and cannot overlay wood shingles. There are further provisions under this code that may affect your project. When operating a business out of one's home what dictates if a certificate of occupancy is required? If business is retail and conducted solely through mail is one required? If business is primarily mail order but one customer per year comes to the residence is a certificate of occupancy required?
A certificate of Occupancy is not required in a home based business only commercial locations. A business license and Zoning approval is required for home based businesses.
The business license for a mail order or internet business based out of the home that is located inside the city limits is required to have a license under the category of Mail Order House (193). The fee to start this kind of license is $10.00. A sales tax number with the State of Missouri is usually required. The State will make that determination. We require a copy of that certificate. A permit is often required in remodeling projects even if only to remove existing wall coverings and replace with new.
Sometimes additional work behind the covering is necessary for various reasons and also may require a separate permit.

For commercial - from Architect's office, is all you need a Commercial Building Permit filled out & 3 sets of signed/sealed drawings? Is there a name of a contact person there at the Buildings Division? Do you need this Plan Review Submittal also? From what I gather, no MEP's required - our electrical work can be shown on the architectural drawings, so does this mean you don't need any other forms filled out - only the Commercial Building Permit? Distortions in the underlayment shall not interfere with the ability of the shingles to seal. For roof slopes of four units vertical in 12 units horizontal (33-percent slope) or greater, underlayment shall be one layer applied in the following manner. Underlayment shall be applied shingle fashion, parallel to and starting from the eave and lapped 2 inches (51 mm), fastened sufficiently to hold in place. Distortions in the underlayment shall not interfere with the ability of the shingles to seal. End laps shall be offset by 6 feet (1829 mm).

My sister is having a house built in andrew county, west of country club viilage by a local contractor. My question is they poured the concrete for the new slab but did not install no anchor bolts, is this in violation of national boca code or is this alright.

Iowa has a state test that they required now. if this is the test you have taken, we will not reciprocate with that test. You would need to have taken either the Prometric (this firm has had several names over the years: Block & Associates; Block; Thompson Prometric) or an ICC test for us to reciprocate.

How do i look up the blue prints to my mother's house, so i don't have to measure everything?
Thank you for your inquiry Mr. Soehren. Under state statutes we are not required to keep residential plans for more than 2 years. When our permits because computerized in late 2003 though, our practice was to file all information on new houses in an oversize envelope which could include the plans. So depending on when the house was built, there is a chance that we would have that plan.

Thank you for your question. In order to upgrade your electrical system, you do need a permit. There are two ways to acquire the permit: 1. you can hire an electrical contractor licensed here in St. Joseph; or 2. if you are the owner of the property and it is your primary residence, you may take out the permit. This work must be done by you as the owner and you can have family and friends help you. You must be there for the inspections as well.

To become a licensed electrician in the City of St.Joseph we require all Apprentice, Journeyman, and Masters be licensed. For an Apprentice, we require a letter from the master showing employment, copy of driver’s license, and high school diploma or G.E.D. For a Journeyman and Master license, both commercial and residential, we require copy of drivers license, proof of Prometric/Experian test results showing a passing score of at least 75%, and a current license with someone we can reciprocate with. If the City of St.Joseph sponsors you to take the test you do not have to be licensed with someone we reciprocate with.
In addition, for commercial masters we require proof of 18,000 hours. We need proof of at least 10,000 hours as a journeyman or equivalent on the supplied affidavit. A minimum of 4,000 hours of the required 10,000 hours must be in the commercial/industrial field with no R3 use group (2,000 hours of the required 4,000 hours may be substituted with proof of graduation from an approved electrical training school or college of engineering or equivalent). The other 8,000 hours can be apprentice hours or equivalent on a notarized letter. For residential masters we require proof of 14,000 hours. 10,000 hours as a journeyman or equivalent on the supplied affidavit and 4,000 hours as an apprentice or equivalent on a notarized letter. For both commercial and residential masters we require a minimum of $100,000 general liability insurance. You are not able to attest to your own hours so if you are the owner of the company and the master, you will need to provide to us proof of 20% of hours attesting to. We need name of project, dates, and contact information so we can call and verify the hours.
In addition to the first paragraph for commercial journeyman we require proof of 8,000 hours either as an apprentice or equivalent on a notarized letter. If the employer is attesting to journeyman hours, they need to be on the supplied affidavit. For residential journeyman we require proof of 4,000 hours either as an apprentice or equivalent on a notarized letter. If the employer is attesting to journeyman hours, they need to be on the supplied affidavit.

we are wanting to upgrade our electrical service from 60 amp over head to 200 amp in ground. Will we have to rewire the interior of our home? We will be replacing our existing breaker box and adding more circuits so we can have dedicated outlets ( microwave, refrigerator, furnaces, etc...) When doing a residential upgrade you can do the work as homeowner as long as you are listed as homeowner, its your primary residence, or you are fixing it up to become your primary residence. As homeowner, you will need to sign a homeowners statement when obtaining your permit. The upgrade fee is $93.50. As far as re-wiring your entire house because of the upgrade is not necessary unless you want to do that. If you are adding additional outlets (plugs) in the kitchen, bathroom, and outside the plugs need to be GFCI. Thank you for your inquiry Mr. Drake. Since you don't state whether you would be renovating as the owner or a contractor, I'll address the question both ways. The process for residential permitting (R3 use groups) is basically the same for both, but the contractor would have to have a business license with the City and the permit would be issued under their name. A business license may be obtained at City Hall in Room 106. A drawing of the floor plan would need to be submitted to the Customer Assistance Department Room 106 showing where the walls were to be removed or built along with construction details such as the lumber size and spacing for the new wall (i.e. 2X4 studs on 16" centers). The information is submitted for review coordinated with several departments and the approval can take up to a week. Any electrical, plumbing or mechanical work would also require permits and these fall under different rules and licensing depending or whether you own the property and it's your primary residence or are a contractor. You need to contact the Customer Assistance Department at (816) 271-4751 to discuss the actual requirements for these permits.

Do I need a permit to install a fence around my yard? How much does this cost?
I have a subcontracting business that is not electrical or plumbing but is in fact construction. I’m not registered with the secretary of state (?) or the state of Missouri to do business, nor do I have any type of business license with st joe. What kind of penalties would I be facing and who (or what department) exactly would be enforcing these issues within the city of st joe?
Thank you for your inquiry concerning business licenses. The Customer Assistant Department, Customer Assistance Center issues and enforces business licenses. Your business would fall under our Contractor license. For this license we would require you to fill out the Business License Application, a Zoning Certificate if you are using your home for your business office and that home is located inside the city limits, and a Workman's Compensation Exemption statement if you do not have any employees or you would need to submit a Workman Compensation Certificate from your insurance company if you have one or more employees, we would also need to copy your state ID (such as your driver's license). Under this license you would not legally be able to do any electrical, plumbing or mechanical work.
The city does not enforce registration of a business with the state of Missouri, that is up to the individual company to register with the Secretary of State.
If you are found to be doing business without a business license, a city inspector would stop your project until you were licensed. If you are found to be working without a permit, the first penalty is a doubling of the permit fee, the 2nd and subsequent times are doubling of the permit fee and a citation to appear in court.

Thank you for your inquiry Mr.. Williams. To be licensed as an electrical contractor in the city limits of St. Joseph you will need a business license and a master electrician's trade license. Your business license fee will be based on the contract amount of the project. For your master and journeyman licenses we would need to have a copy of the test scores, 18,000 hours for the master: any journeyman or master hours must be on the affidavit we supply from the employer(s); 8,000 hours for the journeyman: a notarized letter from the employer(s) would be sufficient. Both the master and journeyman must be licensed in a jurisdiction that we can reciprocate licensing. We have available a temporary journeyman license that is a six month license and we would require a notarized letter of 8,000 hours, a current IBEW card or a current ABC card. These temporary journeymen must be supervised by a full journeyman or master and may not supervise apprentices. Apprentice licenses need a letter from the master stating they are being hired as an apprentice and a copy of their high school diploma or equivalent. All trade licenses require a copy of their drivers license.

Does a commercial general contractor need a Contractor license to perform work in St. Joseph? What is the criteria for needing a license? If yes, can the appropriate application form be emailed to me?
A general contractor would need to get a business license that cost $25.00 for the first year. Since we are over half way through the year the license right now will be $12.50. If they have one or more workers, proof of workers compensation is required. They will need to go to the county and register for personal property tax on the business. The business license application and zoning certificate can be printed from the city website. The applications can be brought to City Hall, Room 106 or faxed to 816-271-4676. Thanks for your inquiry. The permit fee for any residential fence is $31.50. As part of your permit application the City will require a drawing showing the property lines, building locations, fencing type and height and the proposed placement of the fence on the property.
The fence can be placed up to the property line if the property is surveyed by a licensed surveyor and marked prior to construction to determine the exact location of the property line. If a surveyor cannot be utilized a notarized statement that is signed by you and the adjoining neighbor(s) indicating all parties are in agreement of the property line in relation to the fence location can be accepted to allow you to place the fence up to the agreed location of the property line. This will ensure the fence does not unknowingly encroach on a neighboring property. If a survey and/or a notarized agreement cannot be provided, then the fence must be placed one foot within the assumed property line, again to ensure no encroachment occurs.

In order to do commercial electrical work in the City of St Joseph, you will need to obtain a business license, Master Electrician’s license and the appropriate number of journeyman and apprentice licenses, depending on the number of people you will have who will be working on the electrical systems.
For you business license, you will need to provide us with a copy of your state required workman's compensation insurance certificate (if you have any employees) and pay the appropriate business licensing fee which is based on your contract/project amount.

Public Works stated they would need to see plans prior to construction in order to determine if this well would cause contamination of our public water system. Thanks for visiting our website. We do not have any handout or online service for you to check for our current building code. We are under the 2006 International Residential Building code. The library should have a copy of this code. If you are hiring any of the work, your contractor needs to pick up the permits. If you are doing the work yourself and you own the property, you will need to submit a drawing or listing of materials of how you plan to build the garage and our residential plan reviewer will then check for code compliance. If you would like to have electrical and plumbing in the garage, and you are comfortable doing this work, permits would be required as well. In order for you to take out these permits, you must be the owner of the property and your primary residence must be located on the property. You will also need to contact Planning and Zoning at 271-4648 for their requirements on location.

No plans and permit will be required as long as the outfall from the drainage system does not impact City right-of-way. If the individual thinks that there is impact to the City’s right-of-way, then they need to talk to Public Works prior to installation. Please consider the impact of the discharge to other private properties. Redirecting the drainage to property not their own could result in a problem with the neighbors or even a civil action.

If you disturb more than 1000 square feet of your yard or bring in or take out more than 300 cubic yards, a land disturbance permit of $60.00 would be required. Any retaining wall that measures from the bottom of the footing (if there is one) to the top of the wall 4 feet or over requires a building permit. Hand drawn plans would be acceptable for any wall 4 feet to 5 feet in height. Any wall over 5 feet would need to have plans drawn up by an engineer. It takes a few days to review the plans. A retaining wall permit up to 100 feet long would be $26.25. If any portion of the wall is in the city right-of-way approval must be obtained from Public Works as well. Any sidewalk or street closure if required would an additional permit of $25.00.

If they do not respond, and they have a location within the city limits, we can then issue them a citation for doing business with a license.

Vent free fireplaces are allowed in St. Joseph providing they are not woodburning ( solid fuel ) and you install the insert by following the manufacturer`s installation instructions . A UL listing is required for the insert and a licensed plumber is needed to run the gas line . A carbon monoxide detector is recommended for the safety of the occupants .

A shed that measures a 120 square feet and over requires a permit, anything under 120 square feet does NOT require a permit. All permits will be given through Customer Assistance in room 107 at City Hall. We require a site plan for anything that requires a permit (any structure over the 120 square foot rule) which can be as simple as a rectangle for your property lines and a square for the shed placement. We will also require the distances the shed will be from all property lines and the main structure (the house) as well as what the shed will be made from. Permits can be applied for anytime during our business hours of Monday through Friday from 8 am to 5 pm, but will require a review period for issuance of the permit.

A permit is required for any and all fences installed within the city limits. The permit may be obtained from Customer Assistance anytime Monday - Friday 8 am to 5 pm. A site plan (can be as simple as a square for your house and rectangle for your property) showing where the property lines are and any structures on the property as well as where the proposed fence along with a list of materials the fence will be built with will be required when the permit is purchased.
As for the property lines, unfortunately the city does not have the resources or the staff necessary to establish private property lines. Private property lines may be established using a licensed Missouri Surveyor.

The City's vendor registration application can be accessed on the City's website by going to stjoemo.info. Once on the website go to Departments and access the Financial Services, Purchasing division. The vendor application can be completed and sent to the Purchasing division. The information will be entered into the database and, when applicable, a bid opportunity will be sent. Vendors can also review current bids on the City website. What is the city ordinance on demolition of houses? How much time is given to demo? Can the owner demo? Who decides what is going to be demo first? Where can I get a list of properties to be demo along with dates ordered? How does a person bid to demo? How many demo orders has been appealed? What was the outcome of the appeals?
1. Section 7-351 of the St. Joseph Code of Ordinances defines conditions that cause a building to be designated as a "dangerous building" and establishes the procedures to be followed in requiring owners to repair or demolish buildings that meet those conditions. These procedures mirror those established in Chapter 67 of the Missouri Revised Statutes. Procedures are also modified as necessary to comply with a variety of court cases from other jurisdictions that relate to the enforcement of dangerous building codes.
2. Once an inspector identifies a building that appears to be in violation of Section 7-351 of the code, a notice of violation is sent to the owner. How long the inspector gives the owner to repair the deficiencies depends on the condition of the house and whether the owner is making any progress toward making the repairs. If suitable progress is not being made, the inspector can choose to issue citations to Municipal Court for failure to make the repairs or they can schedule the building for a Dangerous Building Hearing and recommend demolition. If the building is ordered demolished, the timeframe for completing the demolition is determined by the City's Chief Building Official. Should the owner disagree with the decision of the Chief Building Official, they may appeal that decision to the Buchanan County Circuit Court within 30 days of the decision.
3. The owner can and should demolish the building, once it has been ordered demolished. If the owner fails to comply with the order to demolish the structure, the City will contract to have the building demolished. The cost of the demolition becomes a lien on the property and a personal debt of the owner. The owner may also be issued a citation for failure to demolish the building and, upon conviction, be subject to a fine of $100.00 to $500.00 per day for non-compliance.
4. Property Maintenance staff decide which buildings to bring to the Dangerous Building Hearings. The Chief Building Official decides which buildings will be ordered demolished. Property Maintenance staff then carries out the demolition order (if the owner does not) once the required asbestos and environmental reviews have been completed and the project has been put out for bid.
5. Anyone can make a written Sunshine Law request, through the City Clerk's office, for a list of buildings waiting to be demolished. Typically the number that have been ordered demolished, but not yet demolished, is fairly small. However, information can also be requested about buildings in other stages of the enforcement process. The cost for providing such information will be billed for at the rates required by the Missouri Sunshine Law statutes.
6. When demolition projects are put out for bid, companies that typically bid on that type of project are notified. Other people can find out about the opportunity to bid by monitoring the classified ads in the St. Joseph News Press. Anyone who meets the requirements spelled out in the bid documents can have their bid considered.
7. The City does not keep a running total of the number of demolition orders that have been appealed and, of course, we would need a specific timeframe to answer that question accurately. Anecdotally, I am aware of two appeals in the last four years. One was an appeal of a demolition order and one was an appeal of a repair order. Both were dropped before they were heard by the Buchanan Circuit Court. I am aware of one other appeal, six or seven years ago. In that case, the owner's appeal was not successful.
I would like to remove a sunroom and build a deck and also construct a fence, two separate projects. Is a permit required for both, where do I get it and what is the cost? Also, my neighbor has indicated an easement exists, I need to know where I can build my fence as to abide by rules and regulations- as I have no knowledge of easements.

Any improvements to your property will require a site plan and permits. Removing the sun-room and building the deck will require a site plan. This site plan should show how far the deck will be from all property lines, or the setback. We will also need a few days to review your request for the deck. Decks may be placed on the front or back of the property and are allowed an additional 10’ for setbacks above the required setbacks for the main structure. For example, if the back of the house is 30’ from the rear property line and you want to build a deck that is 10’ in length you are allowed to place the deck 20’ from the rear property line. In the R-1A zoning the rear required setback is 25’, so we allow you to encroach into the rear setback with a deck by 10’.
Regarding a fence, this will require a permit and site plan also. If a recent survey has been done, or a notarized statement from all adjoining property owners is submitted stating there is an agreement where the property lines are located, then a fence may be placed directly on the property boundary lines. If none of these are done, the fence must be placed one foot (1’) inside the property line. Any wood fencing must be treated for the weather and insects. All support beams must be buried in concrete and placed on the inside of the fence so the finished side faces out from the property. Both sides of the fence may be finished if you so desire. Maximum height restrictions are; in the front yard 4’ (no more than 50% site obscuring), in the side yard 6’ and in the rear yard 8’. When you come into City Hall to receive your permit for the fence we will give you this information to take with you in the form of a flyer or a copy of the fencing code requirements.
The homeowner is responsible for locating the property lines as the city does not have the resources or surveyors on staff to provide this information. All fencing and setback requirements can also be found on our website at www.stjoemo.info/clerk/chap31.pdf.
Construction details (including a materials list) which would include the size and spacing of the lumber used to construct the deck, such as floor joists 2x6s 16" on centers, 4x4 posts, etc. are required to be submitted for review prior to the issuance of a permit.

I have a property located in the North end. We have a set of shared steps and walkway with the neighbor. It has been this way for over 64 years that we can prove. Now the neighbor wants to tear out the steps and walkway which would leave us with no way to access our property. The frontal feet is only 25 and the house itself is a little over 23 wide. Our front door faces the north instead of the West like the other properties in the area and sits down in a hole. The front stoop of our home built over 60 years ago ajoins the sidewalk area in question as does a concrete flower bed. 64 years ago, the property was purchased together and it along with the house on the other side were owned by a man who deeded it back and forth to his two children. It was at one time one big large lot. Do we have an easement, although we can't find it in the deed? and also, does the city have another place where these easements are recorded besides the courthouse as we can't find it there.

I own a 1902 home and I am disabled on a fixed income. I have discovered some foundation problems that need addressed.
The city has a special loan program that I would qualify for, but they said an inspector comes, and then they contract for work with bids. My neighbors said the last person I want in a house is a city inspector. I am scared for my foundation and scared that the city will find so much that the lien they will put on my house will exceed its value or something. What if I get a violation for something I didn’t do and didn’t know about? No permits have ever been pulled and there are too many roofs, a company said. I bought the house a year ago and a plumber pointed out some issues, the inspector ordered some porch repairs I did within to their satisfaction. I am sure there are other things. But the foundation is not something I can afford on my own...

I was in St. Joseph downtown Saturday. Never have I seen so many abandoned buildings. Then I searched Remax, which was on the sign of many said buildings. It was here that I found buildings on an "endangered list"
