Councilmember Joyce Starr was re-elected to serve the second district on April 6, 2010.

Joyce has been a resident of St. Joseph for forty years. She spent thirty years with Wire Rope Corporation, and has worked for the St. Joseph School District for the past ten years.

Joyce considers herself a “servant of the people” and is committed to effectively serving both her district and the community.

Councilwoman Starr is the Council CDBG Representative.
