Councilmember Joyce Starr was appointed to the City Council in 2005 to fill the vacancy created by the death of John Shea, Sr.

She serves the residents of the second district.

Joyce has been a resident of St. Joseph for forty years. She spent thirty years with Wire Rope Corporation, and has worked for the St. Joseph School District for the past ten years.

Joyce considers herself a “servant of the people” and is committed to effectively serving both her district and the community.

Councilwoman Starr is the chairperson of the Council Personnel Committee and serves on the Parks & Recreation and Public Safety committees.
