Employee Training Summary
During the 2005 calendar year, 235 courses were conducted by the Training Coordinator, Risk Management Coordinator, members of the Human Resources staff, , members from the St. Joseph Police Department Patrol and Support Services Divisions, members from the St. Joseph Fire Department Training Division and members of the Financial Services Department. This training ranged from large group training sessions on a large range of topics to one-on-one and small group sessions for computer training and specialized training. Many of the employees attend for self-development to learn more about topics that will help them be more productive on the job or to refresh their memory about topics they have previously learned. Soft numbers indicate that the City saved approximately $601,810 by providing training opportunities in-house.
The Human Resources Department contracted for a sixth year with Joanne Katz, JD, to present new mediator training and re-certification training to our in-house mediators. We are pleased with the initiative of these employees, the outcomes of the mediations that have occurred, and the quality of training Joanne provided us.
Other specialized training included courses designed for specific departments and divisions: Racial Profiling, Procurement Card Training, New Employee Orientation, Mediation Training, Organizing Your Office Space, ICMA Personal Finance Course and Hands-On Safety Instructor Course. Specialized training for specific departments and divisions represent 15% of training that took place during calendar year 2005 with Computer Training representing 5%, Mandatory Training representing 59% and Mid-Level Management Training representing 11% and Advanced Supervisory Training representing 10% of classroom time.
One thousand three hundred and eleven employees participated in mandatory training during calendar year 2005. The mandatory training is on-going to ensure employees are aware of employment laws and how they relate to employees, to limit liability and to comply with council priorities. Courses were instructed by a number of employees from the Police, Fire and Human Resources Departments and included Customer Service 2004 Make-Up's, 2005 Customer Service for Law Enforcement, 2005 Customer Service - ADA, 2005 Customer Service - Grief Support for Fire, Defensive Driving Instructor Course, Defensive Driving Police, Defensive Driving Civilian, Discrimination and Sexual Harassment, Drug and Alcohol Training for Supervisors, Field Safety Lecture Course, Field Safety Hands-On Course and Basic Aerosol Munitions Course.
The Human Resources division continued to deliver quality training to its Mid-Level Managers and general employees. Some of the training opportunities provided to City employees were time management, stress management, diversity, communication skills, effective writing, presentation skills, and leadership. These courses continue to be popular with the employees.
The Advanced Supervisory Program was launched in January of 2005 for those employees in supervisory positions. Instructors include subject matter experts from the City Attorney's Office, Human Resources Department, Financial Services Department, Public Works Department, Police Department, City Managers' Office, and members of the local media. Courses offered in this workshop series include: Budget and Finance, HR Forms, Risk Management and Risk Avoidance, Media Relations, Fair Labor Standards Act, Equal Employment Opportunity, Liability, Project Management, Understanding the FMLA, HIPAA and ADA, Mediation, So You're Going To Trial and Advanced Disciplining and Terminating Employees. Two workshop sessions were offered during calendar year 2005 and were well attended.
Also introduced in calendar year 2005 was specialized training for our field employees and employees whose job requires them to enter peoples houses, right of ways or buisnesses. The training kept the employees safety in mind and taught employees what to do when faced with an irate customer who turns into an abusive customer. The program is called the Field Safety Program and includes three courses: Basic Aerosol Munitions (Pepper Spray), Field Safety Lecture Course and the Field Safety Hands-On Course. Forty-four of our employees were trained during the 2005 calendar year and will receive refresher training on a regular basis.
