Since 1982, the City of St. Joseph has had a Council-Manager form of government. The City Manager is appointed and serves at the discretion of the City Council. The current City Manager is J. Bruce Woody.

The City Manager's office staff are responsible for the overall management and administration of day-to-day City operations. The City Manager's staff also oversees public information and communications with the residents of St. Joseph.
